DECIDE: Monitoring the right to social protection of persons with disabilities in Algeria, Tunisia and Morocco

The right of persons with disabilities to social protection and an adequate standard of living is recognized in Article 28 of the UN Convention on the Rights of Persons with Disabilities (CRPD), ratified by Algeria, Tunisia and Morocco. Upon ratification of the CRPD, these countries have committed to adjust their juridical, political and social structures in light of the standards of the Convention. Despite this, evidence from previous studies in the region pointed to strong constraints that continued to hinder access to this right.

Project DECIDE addressed this issue, by developing a comprehensive study of social protection systems in Algeria, Tunisia and Morocco, in order to identify factors that impede or contribute to the enjoyment of the right to social protection by persons with disabilities in the region. This analysis should provide clues for future policy development in accordance to the provisions of the CRPD.

For this purpose, the project has involved:

•    A systematic analysis of laws, policies and programmes
•    The application of a questionnaire to persons with disabilities
•    The development of in depth interviews with persons with disabilities
•    The development of focus groups with family members

This participatory-action-research applied the basic principles and methodology developed in the context of Disability Rights Promotion International (DRPI), and was grounded on a human rights’ approach to disability that emphasizes the involvement and empowerment of persons with disabilities and their organizations throughout the research process.

A number of recommendations were issued as a result of this study, organized in four key areas of social protection: (1) Social insurance; (2) Social assistance; (3) Support services; (4) Anti-discrimination measures.
